These hosts are commonly used to host frauding/e-crime forums or large botnets without any interference Its also not uncommon for the admins of hosting (take 2x4.ru as example) to take monthly bribes to keep botnets online or ignore goverment/DMCA takedown requests. There are a lot of private russian and german forums hosted on 2x4.ru that sell stolen creditcard information and drugs from weed to heroin through the mail all over Europe. They have been in the media but due to the nature of the hosting they keep popping up and usually only go down when the hosting itself gets taken down and the admins get busted and servers shut down/seized. Takedowns happen but this only affects the content hosted on the domain, domains can be trainsferred to new hosting servers and if backups are kept up to date as they should the sites can go on as usual even after server seizure.
