Apparently, a US government agency has accidentally sent details of mind control experiments to a journalist instead of what they were supposed to send.

It's either a hoax of something extremely sinister indeed. Could the US Government actually have been experimenting with or even using mind control techniques all the time? Just remember the story of The Men Who Stare at Goats. It may be the journalist planting a hoax of course. I like the detail, though, and the fact the effects, or at least some of them, are relatively benign. The spectrum of effects, though, certainly adds an air of authenticity. I went to a polytech high school. I had the choice of two schools. One where my father was the director for the electronics school (I wanted to do electronics) and the other was a better school, but I’d have to board. Before joining you get to take a couple of weeks of sample courses and go through the different schools (electrical engineering, electronics, automotive, agriculture and woodworking). It was a boys only school. While going through the agriculture courses we started hearing rumors of the horny students raping goats at night. It was shocking and disgusting, but also funny as hell. No one took them seriously. One day on a barn tour a senior took us through this area where they kept some animals and he shushed us “what’s that sound?!?” And quietly walked towards the sound. He pulled a tarp and there was a dude pelvic thrusting a goat from behind. We freaked the hell out, some running, some yelling, some laughing. The humper dude eventually started laughing and stood up, pants still on. Turns out this is a prank they play on the applicants every year. The rumors were also prep work for the shocking reveal.

As a targeted individual I can give you more information: raven1 was owned by Eleanor White, a Canadian ex-military targeted individual who used to post the John Akwei files plus information about remote influencing technology and mind control experimentation. After Raven1 she published some booklets for TIs about electronic harassment and stalking, more or less some stages people can be subjected to, and claiming to avoid weasel terms or any term that doesn't help TI credibility in public (for example terms like "satellite mind control" and "microchip mind control" that aren't proved and cause great harm to TI credibility).

Now she doesn't publicly post on her site about electronic harassment, gang stalking or mkultra, but she's still active on Targeted Individuals mail lists, always trying to talk in favor of credibility to avoid the stigma of being labeled schizophrenics or mentally ill people.

Edit: Forgot to say that some people really hate her for calling them out when they use phrases like "I have dozens of microchips on my brain" or "I'm being attacked from Fort X" or "They have underwater harassment facilities" and crap like that.

DHS has access to this technology. They only leaked PUBLICLY AVAILABLE information that was created by VICTIMS and not Government employees.

No. The testing is global. It's done with satellites. There are a few cases of large numbers of a particular minority (such as gays) being tortured near an army base. But this is likely to obscure the larger project. At a later point they can say "it was just some rogue colonels and only a few thousand victims".
