mobile phones were only made available to the general public when they could be tracked with enough accuracy.
They are listening and tracking devices that you can also make calls on.

Smartphones were the convergence of two technologies: cell phones and PDA's. Many of us were using our PDA's as SIP phones long before smartphones showed up.
IMO, it was the natural progression. Technologies to track phone users were there before smartphones. During the end of dedicated cell phones they already included GPS chips even though the user couldn't utilize the feature.
