I'll have a look and see if I can find it on youtube but there was a great talk at a C ³ conference by Roger Dingledine and Nick Mathewson where they laid out pretty concisely that the surveillance and net-control programs used by authoritarian states during the Arab Spring were actually just commercial programs developed for use in Offices and the like to stop workers accessing inappropriate material.
