I do have a little problem with your math but agree it's not 5.3%
first look at the U-6 That's a commonly accepted measure.
The other option is to use the workforce participation rate .
This give you a close number to what you came up with but with more stable math. (This way to calculate comes up with 37.4%)

Even with U-6, people who have been unemployed for more than a year are not counted, for having fallen out of "labor participation". Which is ironic because during the Great Recession unemployment benefits were extended to 100 weeks, meaning one could receive unemployment benefits without counting toward even U-6.
